The EiRAM Group is seeking an experienced Program Manager to lead a contract supporting the National Institutes of Health (NIH). This initiative supports efforts to promote excellence, innovation, and expanded opportunities at Historically Black Colleges and Universities.

You'll lead a team of policy and acquisition specialists, HBCU experts, analysts, IT specialists, and training and outreach staff. The team will help HBCUs strengthen their ability to compete for federal research funding and contracting opportunities.

What You'll Do:

  • Serve as the primary point of contact for the NIH COR, Small Business Program Office, and other government stakeholders.
  • Lead program meetings, quarterly Program Management Reviews (PMRs), and prepare required reports, briefings, and meeting documentation.
  • Develop and maintain the Project Management Plan, including schedules, milestones, staffing, deliverables, and resource allocation.
  • Oversee multiple program workstreams, including policy research, acquisition support, training, outreach, podcast production, and mobile app development.
  • Coordinate conferences, HBCU campus visits, workshops, roundtables, Advisory Committee meetings, and Working Groups.
  • Manage subcontractors, consultants, subject matter experts, and the program's acquisition help desk.
  • Monitor staffing, budgets, schedules, performance, risks, and deliverables across all contract activities.
  • Ensure deliverables meet quality, deadline, and Section 508 accessibility requirements.
  • Identify and resolve program risks and performance issues while keeping NIH and company leadership informed.
  • Build strong relationships with NIH leadership, federal stakeholders, HBCU leaders, and other program partners.
Requirements:

  • Bachelor's degree in business, public administration, or a related field.
  • PMP Certification
  • 10+ years of program/project management experience, including 5+ years managing federal contracts.
  • Experience leading teams of 10+ employees and multiple concurrent workstreams.
  • Knowledge of federal acquisition, the FAR, and federal small business programs.
  • Experience with NIH, HHS, HBCUs, higher education, or federal research administration.
  • Experience managing conferences, training programs, or large-scale outreach events.
  • Experience preparing government reports, management plans, and executive briefings.
  • Strong communication, leadership, and client-management skills.

This is primarily a remote position; however, the role requires on-site presence in Bethesda, MD approximately once per month, with additional on-site attendance as needed. Candidates must reside in the Washington, DC Metro Area and be able to travel to the NIH campus when required.

This position also requires frequent travel, up to 15%, to national conferences and events, as well as HBCUs participating in the program. Candidates must be comfortable traveling throughout the United States as needed to support program activities, campus visits, outreach, and events.

This is a remote position.

Compensation: $140,000.00 - $150,000.00 per year
